Job Description

Job Purpose

The HR Officer is responsible for providing comprehensive human resources support to ensure the effective management of faculty and staff in line with school policies and local labor laws. The role supports the Qatar Foundation’s mission and educational philosophy by fostering a positive, compliant, and high‑performing work environment that attracts, develops, and retains high‑quality educators and support staff.

The HR Officer acts as a key partner to school leadership, faculty, and administrative teams by managing core HR functions including recruitment, onboarding, employee relations, professional development support, policy implementation, and HR operations, while promoting the school values, safeguarding principles, diversity, and international‑mindedness across the school community.

Key Responsibilities

1. Recruitment & Staffing

  • Coordinate end‑to‑end recruitment activities for teaching, administrative, and support staff, including job postings, shortlist coordination, interviews, reference checks, and offer letters.
  • Support workforce planning in collaboration with school leadership to meet academic and operational needs.
  • Ensure recruitment processes comply with safeguarding requirements and education authority regulations.

2. Onboarding & Offboarding

  • Manage onboarding processes for new staff, including employment contracts, documentation, visas/residency (where applicable), induction, and orientation.
  • Coordinate offboarding activities such as resignations, end‑of‑service documentation, exit clearances, and final settlements in accordance with labor law and school policy.

3. Employee Records & HR Administration

  • Maintain accurate, confidential, and up‑to‑date employee records in compliance with internal policies and regulatory requirements.
  • Prepare HR reports, staff data, and documentation for school management, governing bodies, and education authorities.

4. Employee Relations & Support

  • Serve as the first point of contact for staff HR inquiries, providing guidance on policies, procedures, and employment matters.
  • Support the resolution of employee relations issues, grievances, and disciplinary matters in collaboration with school leadership and HR management.
  • Promote a positive, inclusive, and respectful work environment aligned with the school’s values and code of conduct.

5. Attendance, Leave & Performance Support

  • Monitor staff attendance, leave balances, and absences; ensure accurate recording and follow‑up where required.
  • Support probation reviews, performance management processes, and documentation in coordination with line managers and academic leaders.

6. Payroll & Benefits Administration

  • Coordinate monthly payroll processing by reviewing attendance, leave, allowances, deductions, and ensuring data accuracy prior to submission.
  • Administer employee benefits in line with school policies, including leave entitlements, insurance, and end‑of‑service benefits.

7. Policy Implementation & Compliance

  • Ensure consistent implementation of HR policies, procedures, and school regulations across all departments.
  • Support audits, inspections, and accreditation visits by preparing HR documentation and evidence as required.

8. Safeguarding & School Culture

  • Support safeguarding and child protection requirements by ensuring staff compliance with background checks, certifications, and mandatory clearances.
  • Contribute to promoting the school’s educational ethos, professional standards, and values, including respect, diversity, and international‑mindedness.


Minimum Qualifications

  • Bachelor’s degree in a Business, Human Resources, or a relevant field
  • 3+ years of relevant full-time work experience.
  • Must be fluent in Arabic and English
  • Ability to apply general rules to specific problems to produce answers that make sense. Come up with several ideas about a topic (the number of ideas is important, not their quality, correctness, or creativity).
  • Good understanding of QF HC policies, Qatar Labor Law to allow effective and efficient decision making that can be implemented within the organization and the national ecosystem given the diversity of the portfolio of the Division.
  • Good interpersonal communication, negotiation, conflict resolution, supervisory, and presentation skills; Ability to adapt to complexity, uncertainty, and ambiguity
  • Very knowledgeable about jobs requirement; skilled in probably conducting job applicant interviews.
  • Good writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely; Arabic proficiency is an advantage.
  • Proficiency in MS Office applications
